Child Sexual Exploitation Resources

The National Center for Missing & Exploited Children® (NCMEC) provides assistance to combat crimes against children on the Internet by: (1) intaking reports of child sexual exploitation crimes on the Internet through the CyberTipline® and (2) assisting law enforcement to determine if online child sexual exploitation images seized from offenders depict previously identified child victims.

Federal laws

Federal law criminalizes the sexual exploitation of children. The range of prohibited conduct is enumerated in several different statutes. The relevant federal laws may be reviewed here.

State laws

The National District Attorneys Association's National Center for Prosecution of Child Abuse has compiled relevant state statutes in a number of different issue areas including kidnapping, mandated reporting, child pornography, sex offender registration, self-exploitation/sexting and trafficking.

NCMEC provides legal technical assistance to law enforcement, prosecutors, civil attorneys, families and other professionals including:

  • Case specific legal, educational, technical and related research and analysis.
  • Affidavits, sentencing letters and other trial related materials.
  • Analysis of reports generated by NCMEC’s Exploited Children Division.
  • Resources to attorneys representing victims of child pornography.
  • Presentations and trainings regarding the investigation, prosecution and prevention of child sexual exploitation.
  • Amicus briefs on particular issues that NCMEC is specially situated to address given its Congressional authorization and mission.
